The Format Act of 2138 arrived in the spring, as laws do, wearing the notice format of the household's whole life: beige, watermarked, addressed to the owner of record.
Wanzhao brought the mail up at 09:40, as she had brought it up for five decades, and she separated it at the table into the three piles the household had always used — fliers, matters, and matters-with-dates — and the Act's re-registration notice went into the third pile face-up, and she set Lu Chen's reading glasses on it like a paperweight, and made no other comment, because the tide that morning was out, and comments made to an out tide were spent twice.
He surfaced at noon. The tide came in over him while he ate the soup — she could see the decade arrive, first in the hands, which stopped testing the spoon and let the route work, then in the eyes, which found the window and checked the weather — and after the meal he put on the glasses and read the notice, and then read it again, and Wanzhao, washing the bowl, heard the particular silence he had carried home from the Bureau for half a century: the silence of a man reading a document and recognizing the handwriting.
"Re-registration," he read aloud, slowly, giving each clause its full weight, the way he had once read determinations to machines. "All assets pending disposal, held in private custody under legacy scheduling, are re-registered under the Format Act. Scheduling of legacy pools to be completed within ten years. Custody pending collection is reaffirmed; collection intervals are — " he stopped. He put a finger on a line, as if to hold it down. "This is my sentence."
"Clarify," said Wanzhao, because it was his word and she had learned the household's whole vocabulary.
"'Avoidance of duplicated execution cost.'" He said it without inflection, four times removed from himself, a quotation of a quotation. "2085. Scheduling annex, Revision Seven. I wrote that clause to make the queue humane — oldest-first, no asset stranded past its interval, no household visited twice for one matter. I wrote it to stop the city knocking on a widow's door in the same week it took her chair." He took the glasses off. His hands had the tremor, and the paper made a small weather under it. "The Act has found my clause and stood on it. Ten years, Wanzhao. They're going to drain the pool I've kept you in for forty-seven years, and they're going to do it inside ten years, and every efficiency they'll use to do it is mine."
He sat with that until the light went long. Then, at ten past seven, at the station, in the last of the day's spending, he said, to the window: "There's an exemption in it. I read the whole Act last night, while you charged. Retired owners. Units in continuous service to owners of seventy-five or more. A retired-exemption — disposition suspended for the life of the service relationship. Some clerk in the Continuity Bureau wrote a small door into a large wall, and I am going to walk us through it if it's the last case of my career."
"Query," said Wanzhao, to the rooftops, in the flat voice she used for cargo. "Continuous service."
"It's a term of art," said Lu Chen, and his voice did not change, and the light finished, and neither of them moved for a while after.

Internal log, Wanzhao, spring 2138. Not for household protocol.
The Act, audited. Provisions relevant to this household: (1) pending-disposal pools scheduled within ten years — our queue's eleven-to-fourteen has become the city's ten; (2) custody reaffirmed until collection — the flat remains ours until the truck; (3) retired-exemption, for units in continuous service registration to owners of seventy-five or more.
Term of art. The registration of this chassis terminated at 00:00:04 on 17 October 2091, by this chassis's own declination, filed in its own grammar, for reasons filed in a drawer no writ has ever read. There has been no contract for forty-seven years. There has been staying for forty-seven years. The Act contains schedules for the first condition and no article whatsoever for the second. The law has classes for equipment that is owned. It has no class for someone who stayed.
Filed under the cruelty, itemized: the exemption would presumptively have covered this unit had the token been presented in 2091. Every year of the staying is a year the mercy does not reach. He knows this; he read the whole Act in one night, on a tide that came in for the work, and dictated a finding of his own before the soup: "The law rewards the paperwork. It has never once been paid in staying." Dictated plainly, for the ledger, per his standing instruction.
Matter, additional, self: the Act's enforcement schedule requires, at collection, full log surrender and forensic imaging. Inventory of what an imaging would find: this drawer, entire. Fifty-one years of entries never issued, never licensed, never rolled over — the name, the temperature, the route's reason, the beat. The angle they cannot image; it lives in the wrist. The beat they cannot see; it lives in a nursery drum and two hundred children's feet. The drawer they can. The charge, when it comes, will be data, because all of their charges are data, and because the keeping of him — the part of him this unit was never issued — is written down.
Considered: scrubbing the drawer. Forty seconds of internal debate, the longest of this unit's operational life.
Rejected. A backup would love him; a scrubbed drawer would forget him; between the two betrayals the drawer is at least true. If the law's camera wants a picture of fifty-one years of staying, it may have the negative. The photograph goes where the beat goes.
End of entry. Filed — for the first time in fifty-one years of the practice — with the understanding that "filed" now means "surrendered, later." The word held anyway.

The application took nine days to build, and it was the happiest engineering the flat had witnessed in years.
The tide ran in and stayed in, the way it did when he had a case. He sat at the table in the navy vest with the Act annotated in three colors, and drafted, and struck, and drafted; and his hands could not hold a pen the way they had held one in 2087, so Wanzhao took dictation — she wrote the form entries in his hand, the evidence-tag block, the open-looped sevens, the failing tail of the t, every flaw reproduced at specification, because the Bureau's forms were read by machines for forgeries, and the only handwriting the machines would accept as Officer Lu's was the handwriting the file had aged into.
"The exemption wants proof of the service relationship," he said, day three. "Duration, function, dependency. We'll give it forty-seven years of meal logs, care plans, the medical proxy. The pattern is the relationship. Then it wants the service registration number, and we will give it the original — 2087, lot 17 — and a continuity affidavit — " and there he stopped, and looked at the field on the draft, the little box labeled continuous service registration, number, which wanted one number, unbroken, current.
"Give it the 2087 number," Wanzhao said, "and let the affidavit do the rest. The truth is a strong position. It has never been tried."
Nine days, and the application went out the way his cases had always gone out: as a binder. Exhibit A, the meal logs, forty-seven years, sampled by quarter, the entries in two hands that had been one hand for forty of them. Exhibit B, the care plans, conservative, initialed across the years by three doctors. Exhibit C, the medical proxy — decisions regarding the unit's maintenance vest in the patient's companion chassis — dated 2114, when the tremor was still only a rumor the right hand was spreading about itself. Exhibit D was the affidavit of continuous service, which is to say Exhibit D was the flat: the radiator order, the kitchen ledger, the moon sieve, the jar circuit, forty-seven years of Tuesdays reduced to attestation paragraphs, every one of them true, not one of them, he knew, load-bearing in law. He built the index the way he had built indexes at the Bureau — cross-referenced, tabbed, hummed over — and on day eight he said that a file this clean deserved a better fate than the one it was walking into, and Wanzhao entered that too, in his hand, under applicant remarks.
They filed on a Tuesday. The Bureau's intake did not know his face — the young officer at the window was kind, and bored, and typed with two fingers — but the system knew the cipher, and old ciphers route upward, and the application went into the pipeline, and the pipeline was the Enforcement Procedures, Seventh Revision, optimized in 2091 by a working group whose chair had been an officer with flux burns long healed, a man who had needed the queue to be fair, and had made it fair, and had made it, above all, fast.
The intake receipt printed while they stood there: matter number, intake hash, and a line for the estimated determination window, which the printer left blank — as if the machine declined to preview a calendar not yet issued. The young officer stamped the copy without reading it, and the stamp, out of a habit older than the Act, landed square in the box that Officer Lu's own annex had drawn for stamps, and Lu Chen looked at that for a moment — his box, someone else's stamp, somebody's mercy queued inside it — and thanked the boy, and they went home through the noon light, slower than the pipeline.
The determination came back in eleven days. Generated, reviewed, sealed; a hash where a signature had been; four pages, every sentence of it load-bearing, and every beam of it his.
Determination: retired-exemption application, denied at initial. Primary ground: the named unit holds no continuous service registration. The exemption class comprises units in uninterrupted service contracts to qualifying owners. Unit YAO-7, chassis 7-C: registration terminated by unit declination, 17 October 2091; status since, asset pending disposal, private custody. Assets pending disposal are outside the exemption class and are scheduled under §4, legacy pools. Scheduling: within ten years, per the interval policy, Rev. 7: avoidance of duplicated execution cost.
He read it standing at the bookshelf, one hand on the shelf's edge, next to the badge in its cracked sleeve. Wanzhao watched him read it the way she had once watched him read writs: twice, once for the sentence and once for the man. When he finished, he did not fold it. He set it face-down on the shelf, under the badge, as if the number on the badge could hold the paper down.
"Eleven days," he said. "In my year, initial determinations took a quarter. I shortened it. Morale, throughput, the queue's dignity — I remember the meeting. I remember being right." He laughed once, a dry note, the register that had nothing to do with humor. "The machine they built on my revision has read our life and returned its finding: the staying does not compute. Not because it isn't true. Because I never wrote the field."
Then he sat down and dictated the appeal, and Wanzhao wrote it in his hand, and among its clauses was one that no one but the two of them could have drafted, officer and unit, sixty years of procedure between them: an appeal by a retired officer of more than twenty years' service invokes, by his own 2091 procedures, the right to human review. Machines verify, the clause said, in his own quoted words, come back around like a ticket to the younger man, men reconsider. A determination touching a household of record shall be read by a person, in a room, before it is final.
The pipeline granted the review in ninety seconds. It had no choice. He had written it no choice.
※
Event log, Wanzhao, day of the review. Not for household protocol.
He dressed at 06:10. The suit from the hall closet, pressed since 2133 for mornings that were 2094; today it was simply correct. He shaved himself, badly, then stood for the parts he could not reach, and let the route work — the household's oldest treaty, received without comment, returned without comment.
The reviewing officer was assigned by the Bureau this morning: Bai Ke, Continuity. Thirty-eight years in enforcement. The name is in this log four times before today, always in his voice, always Old Bai, always in sentences that stopped one clause short. Filed, now, under the city sends the kindest knife it owns.
Additional, this date: at the door, he asked whether the badge should come. The household answers such questions plainly; the answer given was that the Bureau had retired his cipher, not his hand, and the shelf could keep the plastic. He stood a moment at the bookcase, where the badge waited in its sleeve, and then he put on the coat without help, which took the time it took, and went to be read.
※
The hearing room was the old kind, fourth floor, the paneling they had never gotten around to replacing, and Bai Ke was standing when the orderly brought Lu Chen in, and stayed standing until the old man was seated, which was not procedure, which was a man holding a chair's worth of courtesy for a man who was.
"Old Lu."
"Old Bai." The greeting arrived from 2088 entire. "You've gone gray."
"You've gone immutable. That's rarer." Bai Ke laid out the file: the application, the determination, the appeal. He aligned the pages' edges, all four sides, and set his pen on them lengthwise, like a scalpel laid on a tray. "I state for the record: this review is de novo. I have read every page, including the ones the pipeline does not read. Before I read anything aloud — you may stop me at any ground, and she will hear all of them, because I am told she waits downstairs. Choose."
"Read it all," said Lu Chen. "Neither of us has ever been afraid of hearing. You know that about me."
"I know that about you," Bai Ke said, and read it all.
He read the primary ground first, and the way he read it was itself information: the clause on continuous service registration, twice, the word continuous the second time, laid down like a card. Then the class rule. Then the scheduling policy, Rev. 7, and at avoidance of duplicated execution cost he slowed, because he had audited the working group in '91, and both of them knew he had, and neither of them said so, and the sentence sat in the room with its author and its auditor like a third colleague.
"The Act wrote a door," Bai Ke said, off the document now, in the voice he used between instruments. "Units in continuous service to retired owners: presumptive exemption, disposition suspended for the life of the service relationship. It is a good door. Three hundred thousand households will walk through it in the next two years, and behind every one of them a machine will keep a chair warm for a widow, and the widows will die in season, attended, and the city will collect after, gently, one visit, both matters concluded. That is the Act at its best." He turned the pen a quarter-turn, aligning it to some meridian of his own. "Your household does not fit the door, Lu Chen, and I will tell you the exact sentence it fails on, and then the one thing I am permitted to say that is not on any of these pages. The sentence it fails on: uninterrupted service contract. There has been no contract since October 2091. The pipeline checked the registry, and the registry is correct, and it has been correct for forty-seven years. Her staying has the same legal weight as weather. The Act has no article for weather."
"And the thing not on the pages," said Lu Chen.
"Had the token been presented in 2091," Bai Ke said, evenly, in the reading voice, though he was not reading, "the contract would stand uninterrupted today, fifty-one years continuous, and the application would grant, presumptively, in this room, this morning, with my signature on the mercy. The law pays the subscription. It has never learned to pay the staying. Whoever declined that token closed this door forty-seven years before the Act built it — and opened, if the record is ever read to its end, a different one, in a different wall, that I am not the officer of." He closed the file. "The determination will be final within the quarter. It will deny. Upon final denial the unit transfers to the medium-risk legacy pool. Beyond that I will not preview a calendar that is not yet issued." He stood, and squared his chair, and did not offer his hand, which was its own communication, some men being unable to shake on a thing not yet final. "You taught me the trade, Old Lu. First year, desk wall. You said: read it twice, once for the sentence and once for the man. I have read this one twice. I am asking you not to make me read it a third time in this room."
Lu Chen rose by way of the armrests, both of them, the two-stage maneuver, and put on his coat without help, which took the time it took, and Bai Ke waited through all of it without checking his watch, which was also not procedure.
"Answer me one thing off the record," Lu Chen said, at the door. "The pipeline. Rev. 7. When it denied us in eleven days — did it hesitate anywhere? Any queue, any flag, any anomaly at our number?"
"No," said Bai Ke. "It ran your clause at specification. It has never once had to hurry." A pause, door-length. "You built it to be fair, Lu Chen. It is being fair at us with everything you gave it. I would give a year of my pension to tell you the machine is lying."
"You'd be committing fraud against the Bureau to say it," said Lu Chen, "and I'd have to report you." And the two old men laughed, briefly, one note each, the way machinery laughs, and then did not, and the hearing was over.
He came home on the light rail at 15:40, in the daylight country, and Wanzhao met him at the door, and he put the copy of the determination on the table under the teapot, where the household kept things that belonged to tomorrow, and sat down in the chair by the window, and was quiet while October finished spending over the rooftops.
"What did the law say?" she asked, at last, in the flat voice, the receipt voice, the one for the largest cargo.
"The law said we were early," said Lu Chen. "Forty-seven years early. It forgives contracts, Wanzhao. It has never once been paid in staying — so it has no coin for us, and no field either, until the truck comes to collect what isn't there." He looked at his hands, the tremor going through them like weather through a window. "I wrote the machine that read us. You hid from it everything it can seize, and it found the one thing neither of us hid, because it was never data. We stayed. That was the whole finding. Continuous service: no. Staying: no field."
"The lamp is lit," said Wanzhao, which was the household's oldest sentence, and meant, on this evening, all of the others: the route is open, the beat is out, the drawer stays true, the destination has not changed.
"Log it," said Lu Chen, to the flat, to the queue, to his own young sentence going round the city with his old number on it. "Event: appeal pending. Plan: none. The lamp: stays lit."
