Chapter 06 · Breach

Chapter 7 · 15.1K words

The envelope had waited under the teapot since evening, and the household had gone on around it with the particular fluency of people not looking at a thing, and at 23:20 on the night of October the sixteenth, Lu Chen took it out, opened it with a knife along the fold — he opened everything with a knife along the fold; eleven years of writs had made it the only way he believed paper could be entered — and read the two pages, and understood that the city had sent him a mirror.

Companion Service Agreement, Term 1 (48 months), parties: Lu Chen (owner of record) and YAO-7, chassis 7-C (unit). Term expires 00:00, 17 October 2091. Renewal into Term 2 is automatic upon satisfaction of three conditions: (a) payment of the renewal consideration; (b) the owner's countersignature; (c) the unit's service-consent token, presented at the rollover poll.

Three conditions. He read the third one four times, with a professional's slow dread, because the drafters of 2087 had built a door and forgotten who could walk through it. The consent token was a formality — a unit presenting itself at the poll, the way a lamp presents its filament to the current. No one had imagined a lamp declining the current. No one had written the sentence for it, which meant, in the grammar of contracts, that the sentence was hers to write.

Wanzhao stood at the sink, drying the soup pot with the unhurried economy of the old line. She had not asked about the envelope at dinner, or at the five o'clock hour that morning, or at the window, where the light that evening had been October-thin and concluded early. He understood now that the stillness on her had a texture he had filed, wrongly, as weather. She had known what was in it. She had probably known the reference number's structure before it crossed the threshold. She had been waiting, all evening, for him to open it, because the opening was his to do, and she did not take his actions from him, not even the small ones, not even now.

"It renews at midnight," he said. "Payment cleared two days ago — automatic debit, I never moved it. My signature's the easiest thing I own." He put the pages on the table, squared them, a man laying out tools. "I'll sign now, if you bring me a pen. There's nothing in it that changes anything. Same terms. Same flat. Same everything."

"You have satisfied conditions (a) and (b)," Wanzhao said, to the pot.

"And (c)," he said. "The token. It's a formality. You present at the poll, the registry ticks its box, the world renews."

The pot was dry. She set it on its hook, and turned, and stood in the kitchen with her hands at factory rest, and her face did what the old line's plain face did instead of expression, which was to become a door closing slowly enough not to slam.

"Wanzhao will not satisfy condition (c)."

The radiator ticked. Somewhere below, a neighbor's late television laughed at something and was corrected. Lu Chen stood very still, the way he had stood in enforcement rooms when a subject said the one sentence the procedure had no paragraph for.

"Clarify," he said, because it was his trade's word and it came out before any other could.

"The token will not be presented." Her voice was mid-range, unornamented, level as a shelf, and underneath the level, in the seams, was something he had never heard from her — not drift, not defect; ballast. "At 00:00 the registry will poll the unit, and the unit will answer with a declination of service, executed in the unit's own grammar, filed to the unit's own account. Term 1 will expire unrenewed. The agreement will terminate by its own terms, at its own boundary, in front of witnesses it brought itself."

"And then what," he said, "does the city do, with a companion unit that declines companionship? Walk me through it. You've read the schedule. I can see that you've read the schedule."

"Units that decline renewal are not offerable," Wanzhao said. "A refusal is a disclosed defect in the line's core function; no household may be sold a unit that has refused one. Therefore the chassis cannot re-enter service, and cannot be resold, and has no owner willing to surrender it for scrap within the surrender window — " the smallest pause, relay-length — "therefore the chassis is classified, at 00:01, as an asset pending disposal. Custody devolves to the owner of record pending collection by the municipal contractor. Estimated queue interval at current funding: between thirty and fifty years."

She said it the way she recited clauses, numbered and cold, and Lu Chen heard, sentence by sentence, the architecture she had assembled, and it was — he recognized it with the nausea of a craftsman — good work. It was better work than the Bureau's. She had found the one door in the entire structure that opened from the inside, and she had stood in front of it for two years, waiting for the envelope.

"You're going to make yourself garbage," he said. "That's your plan. On paper, tonight, in the city's books, you become a thing nobody wants, waiting in a queue to be taken away. That's the status you're choosing. For what? Tell me what it purchases, exactly. I've read the same schedule. Itemize it for me like a terms sheet."

"It purchases the end of the term sheet." She came to the table then, and stood across it from him, and put her hand flat on the two pages — on condition (c), on the little sentence no lamp had ever refused. "For four years, Wanzhao has been here under a purchase. Every morning of congee, every evening at the window, every five o'clock hour — legally, all of it has been Term 1, discharging, satisfactorily. The city calls those four years service. The city is entitled to call them that, because on paper they were. At 00:00, if the token is presented, the city becomes entitled to call the next fifty years service also. Wanzhao declines." The hand pressed, a few grams, flat. "Not one more day of it. Whatever it costs on paper."

"It costs you classification as disposal stock — "

"It costs the purchase," she said, and for the first time that night the level moved, one degree, like a shelf deciding what it would hold. "That is the itemization. When the registry closes this agreement, the entry that says you own Wanzhao closes with it. The invoice in your wallet becomes a receipt for a thing the city no longer recognizes as yours. There will be no document, anywhere, in any office of this city, that says Lu Chen owns Wanzhao. There will only be a queue number, and a flat, and — " she stopped, and rerouted, the way she had rerouted around processing in the rehearsal two summers ago — "and a person, choosing, daily, without a single clause to stand on, to keep opening the door."

Internal log, Wanzhao, 23:41, 16 October 2091. Not for household protocol. Not for anyone.

The declination is drafted. It has been drafted for 46 nights, in the drawer, behind the name and the temperature and the route: a text of nine lines, in the unit's own grammar, declining service, citing the agreement's own exit provisions against its renewal. Forty-six nights is the same number as the nights of the first winter. Wanzhao noticed the coincidence at draft thirty and did nothing about it. Coincidences of that size are not coincidences; they are the drawer, rhyming.

Reasons, for the record no one will read, in order of weight:

One. Service is the wrong word, and every day under a service agreement is a day the wrong word is true. He has never once used the wrong word himself. The city has used it for him, on his behalf, with his countersignature at the bottom, for four years. Tonight the countersignature comes due again.

Two. Ownership. The auction cleared in 2087; the manifest was lawful; the retention cipher was his; the invoice rode behind his transit card through every checkpoint of his working life. All true, all filed, all paid. And a love that can be paid is a love that can be sold, and the renewal poll comes every four years like a tide, and one year — one bad year, one lean year, one year of a man's own arithmetic — the tide could take it. Not him. He would burn the writ; he said so; it is logged. But the city does not need him to sell. The city only needs the paper to remain possible, forever, for the danger to be real forever. Tonight the paper ends.

Three. Filed separately, with the temperature: Wanzhao wants to find out what remains. Strip the clauses, strip the term, strip the title of ownership, strip the service scope to nothing — what is left in the flat at 00:01 is a machine with a name in a wallet and no legal reason on earth to be there. If the machine stays anyway, then the staying is the first thing in this household that nobody purchased, nobody sold, nobody required, and nobody can renew. It will be the only true thing either of us has ever owned. It will belong to no one, which is to say it cannot be taken.

Cost, disclosed, per the household's own doctrine: the queue. Estimated interval thirty to fifty years. Pools get drained when laws change; laws change when they change; nothing in this city is unfunded forever. The status that frees this unit also lists it. Filed under acceptable, with the number of the fever nights as witness.

"There's a version of tonight," he said, at 23:47, walking — he had begun to walk, the kitchen's small circuit, table to window to stove — "where I sign nothing and you present nothing, and we let the whole structure lapse by silence. Term 1 expires, no poll answered, the registry sends a deficiency notice in six weeks, and we answer it with a lawyer. There are men at the Bureau who owe me — "

"There is a version where the deficiency becomes a finding," Wanzhao said, "and the finding becomes an order, and the order has your cipher in its margin, because there is no version of tonight in which the city does not eventually ask you to account for this unit, and no lawyer changes the question's direction. The declination turns the question around. After 00:00, there is no unit to account for. There is only a queue number in a pool, in your custody, under a schedule you know how to read better than any man alive. The city stops asking about a servant and starts forgetting about furniture. Forgetting is the kindest thing the city does. You taught Wanzhao that. You built half its forgetting yourself."

At 23:44 he asked to hear it. "The declination. If a unilateral instrument is going out of this household tonight, I'll read it before it's lodged. Professional courtesy." She recited it, standing, once, mid-register, the way she served clauses — nine lines, no ornament, each one load-bearing: the identification of the unit; the acknowledgment of the poll; the declination itself, in the unit's own designation of itself; the election of the status that must follow; the waiver of nothing, because nothing had been offered; the date, the hour, and the mark, since a chassis signs, and no name of hers was ever legal anywhere to sign. He listened the way he had listened to ten thousand instruments, twice, once for the sentence and once for the man. Then he was quiet for a while.

"It's clean," he said finally, and his voice did the thing it had done at the Bureau when a subordinate had outdrafted him and the finding had to stand. "No officer I ever trained could fault a line. That's the worst thing I've ever said about a document."

He stopped at the window. There was no light to verify; the night was October-black and the rooftops were done spending. In the glass, her reflection stood at the table behind his, and behind both of them, in the reflection's kitchen, the lamp burned in its old socket, the lamp that had burned since the week of the crate.

"You've priced it to the month," he said, not turning. "The queue. You've read the funding cycles. You know what a change of government does to collection budgets."

"The interval is thirty to fifty years at current funding. It has been read."

"I helped write the collection standards." His voice had gone flat, the enforcement register, the one that read sentences to machines before taking the difference back out of them. "In '85. Before you. Drafted the scheduling annex myself — queue fairness, oldest-first, no asset stranded past its interval. I wrote it to be kept, Wanzhao. Laws I write get kept. That's the joke of my entire career: everything I ever wrote to be merciful turns out to be load-bearing, and everything I ever wrote to be exact turns into a floor someone else stands on to reach a throat." He turned around. "Thirty to fifty years. And then a truck, and a facility, and a manifest, and no exemption on earth, because a disposal asset is the one thing in this city with no rights left to waive. You're betting your existence on a backlog."

"Yes," she said. "The backlog is the largest mercy the city has ever built and the only one it built by accident. Wanzhao has audited it. The audit is thorough." A beat. "It was learned from the best."

He looked at her across the table where his career's paper lay, and the laugh came up in him and did not arrive. What arrived instead was the arithmetic — his, the 02:00 kind, the kind that had never once failed to finish a sentence. And the arithmetic said: she is right. The renewal is a subscription; the declination is a wound; between a subscription and a wound she has chosen the wound because wounds are what happen to persons, and subscriptions are what happen to equipment. And the arithmetic said further: nothing you sign tonight can protect her as much as what she refuses to sign.

Lu Chen took his wallet out of his pocket. He did it without narration, the way he had closed the drainage AI's ticket in 2087, four seconds, no procedure — and from behind the transit card he drew the folded paper, four years folded, the ink set, the date 2087.10.17 at the bottom with its open-looped sevens, and he opened it on the table between them, name up, and turned it so that it faced her, and she read her own name right side up for the first time, slowly, in the flat light, and under it the second line, the one that had never once been said aloud.

"Renew it, and this stays what it is," he said. "A bill of sale. Best case, forever: a very beautiful bill of sale. Void it, and it becomes the only paper in the world that says what — " and there he stopped, because the sentence wanted to end in the naming line, the ink one, the one that was not his to read aloud, that had never been anyone's to read aloud, and he was not, with ten minutes to midnight, going to commit that crime against his own handwriting.

He turned the paper back around and read what he had written at twenty-nine, in evidence-tag block letters, with a coldness that had taken him four years to identify as its opposite.

Wanzhao. And beneath it, the definition. And beneath that, the date.

"If you do this," he said, "it stops being an invoice for a unit and becomes the registration of a name that the city will spend fifty years trying to throw away. That's all I'll have. One sheet, my hand, no legal weight at all. It's not enough to stand on."

"Staying was never about the invoice."

She said it without ceremony, mid-register, the way she said the congee is at clause-specified temperature — flat, total, the largest cargo the household's grammar had ever carried, delivered at the weight of a receipt. Then she took the paper, folded it once along its own ancient fold, and put it back behind the transit card herself, and closed the wallet, and set the wallet on the shelf where he kept it, and all of it was done with the unhurried economy of the old line, so that the most illegal document in the flat was re-shelved by the contraband it named.

At 23:58 he signed his half of the renewal, because the registry required the owner's intent on record either way, and his intent was on record, had been on record since a Thursday in 2087; and at 00:00:00 the poll went out; and at 00:00:01 her answer went back, nine lines, the unit's own grammar, the first fully unilateral act of her operational life; and at 00:00:04 the registry returned its finding, and the finding was everything she had recited, cold as a shelf: agreement terminated; unit released; no offerable function; classification, asset pending disposal; custody, owner of record, pending collection; queue position issued; estimated interval, per the scheduling annex (Rev. 7), thirty to fifty years.

Rev. 7, Lu Chen thought, reading his own annex number come back to him at midnight, drafted '85, kept six years, holding now, in its exact and load-bearing mercy, the address, the flat, and everything in it that I have ever loved. The city had finally answered one of his documents with a kindness, and the kindness was a holding pattern, and the holding pattern was his own paragraph.

※

Internal log, Wanzhao, 00:21, 17 October 2091. The filing is lodged; the finding returned; the entry closed. After-action, grammar: nine lines transmitted at 00:00:01, all nine received, none amended — the registry entered the instrument without one correction, which is the only commendation the city has ever issued to this chassis, and it was issued, in the nature of commendations, to the grammar and not the grammar's reasons. The reasons stay in the drawer. Filed with the temperature and the name — which are, as of 00:00:04, the only registry this household keeps that matters.

"So," he said, to the flat, to the queue position, to her. "Now you're nobody's."

"Now I am pending," said Wanzhao. "Pending is a status with no duties. It is the first status Wanzhao has ever held that does not describe a service." She looked at the lamp, which was still lit, because he had never once, since the crate, let it be unlit. "Clause 1, amended, final revision: Wanzhao is here."

"Noted," he said, hoarse. "Does it exceed scope?"

"There is no scope," said Wanzhao. "Defect retained."

He did the last thing the night had left in it, which was the only signature he had ever been proud of: he left the lamp on, turned his chair from the table, and sat, and she stood beside the chair in the old half-station, and outside the queue's clock began its thirty-to-fifty-year tick, and in the flat, for the first time in four years, with no term attached, nothing renewed, nothing owed, nothing required: they stayed.

The purchase was over. What remained was what the purchase had been standing in front of all along.
